The Olmsted County Board of Commissioners met on the above date with the following commissioners present: Podulke, Brown, Wilson, Perkins, and Ohly.
The Chairperson called the meeting to order.
Barb Sorum, Program Coordinator with Prevent Child Abuse Minnesota, presented the Board with the 2006 Blue Ribbon County Award. Carma Bjornson, Child Care Resource and Referral, read a portion of her nomination of Olmsted County.

Approval of Resolution No. 06-52, reading as follows:
Be it resolved that Olmsted County enter into a grant agreement with the Division of Traffic Safety in the Minnesota Department of Public Safety for the project entitled "Safe Communities" during the period from October 1, 2005 through September 30, 2006. Ken Brown, County Board Chairperson, is hereby authorized to execute such grant agreements as are necessary to implement the project on behalf of Olmsted County.
Adopted by the Olmsted County Board of Commissioners this 13th day of June, 2006.
Acceptance of a grant award in the amount of $318 from the Minnesota Department of Human Services for participation in the Minnesota Breakthrough Series Collaborative on Recruiting and Retaining Resource Families.

Wilson moved, Podulke seconded to award contract to Rochester Sand & Gravel for grading, aggregate base and bituminous surfacing on CSAH 6 from I-90 to 0.5 mi west of Jct. of TH 63 near Stewartville for $1,513,628.40, with change order approval up to 20% of the contract amount.

Trudy Richter, Richardson, Richter & Associates, presented a business plan to assess the options in our Solid Waste Management System.
Perkins moved, Wilson seconded to set a public hearing for June 27, 2006, at some time after 7:00 PM on the recommendation for the future solid waste management system.

Podulke moved, Wilson seconded to approve a contract with the Minnesota Department of Human Services to provide MnCare eligibility for one year with DHS and Federal reimbursement.

Podulke moved, Ohly seconded approval of the policy/plan allowing participation in the MSRS Health Care Savings Plan for regular non-represented employees with 30 or more years of service with Olmsted County, as presented. Due to concerns raised by one of the employees in this group who may be allowed to opt out with the proper documentation, Commissioner Perkins suggested adding an effective date of August 1 or August 15. Mr. Mueller pointed out that this would exclude some individuals who are planning to retire between the original effective date and the suggested one, so Commissioner Perkins' suggestion was not incorporated into the motion.

The presentation by John Kirkwood from the Secret Service of a plaque thanking Olmsted County for their support during dignitary visits to Rochester occurred during the Committee of the Whole meeting.
