Registration
In accordance with Solid Waste Ordinance No. 10, you need to be registered in
Olmsted County if you fall into one of the following categories:

- You collect transport yard waste, construction debris and/or demolition debris as an adjunct secondary service to your primary service of providing labor or general site cleanup service;

- You provide collection and transportation services for only yard waste, construction & demolition debris, contaminated soils and/or asbestos;

In addition, Registration with Tipping Floor Access is required if you are a self-hauler using a self-dumping vehicle to haul acceptable waste (processible MMSW and/or ISW) and are requesting access to utilize the Olmsted Waste-to-Energy Facility (OWEF).
If you haul all of your materials to the Olmsted County Recycling Center, compost site, or Kalmar Landfill, complete the basic Solid Waste Registration form. There are fewer requirements for this type of registration and no fee.
To request access to the Olmsted Waste-to-Energy Facility Tipping Floor, complete the Tipping Floor Access Registration form and check the box for the type of waste you haul. Due to safety concerns, only vehicles capable of "tipping" the load into the pit will be allowed in. Anyone who enters the tipping hall is required to have an approved vehicle, proof of adequate insurance coverage and submit payment of a $50 annual fee. All drivers who would access the tipping floor will also need to review the training information and complete the Driver Training Verification form stating that they have read and understand the information. All required documents and payments must be submitted with the Request for Tipping Floor Access Registration form. Vehicles used to haul solid waste must meet Minnesota Department of Public Safety Standards.
A copy of the Industrial Solid Waste Management Plan can be obtained through Olmsted County Public Works Department.
If you apply for and are granted tipping floor access, large numbered stickers will be applied to the approved vehicle(s) by County staff following vehicle inspection. Registration stickers must be displayed on each vehicle prior to entering the OWEF scale house. No trucks will be admitted to the OWEF without the appropriate stickers as provided by County staff.
NOTE: For annual renewals, the completed forms, required documentation, and the $50 registration fee are due by December 1. If you are using the same truck(s) as last year, and they were previously approved for OWEF access and already have identification stickers applied, no additional inspections or stickers are needed for the current year's registration.
