Chester Sewer Utility
Purpose
The Olmsted County Board of Commissioners established a five member Chester Sewer Advisory Board to provide them with advice from residents, property owners and businesses within the Chester Heights Sewer District on matters relating to the operation and financing of the District.
Background
The Chester Sewer District was established by Olmsted County in 2005 to provide sewer service to residential and commercial properties in the Chester area. The Sewer District serves all of the properties in the Chester Heights Subdivision, the Village of Chester, and the Menard’s Subdivision. Sewage is pumped to the City of Rochester and treated at the Rochester Water Reclamation Plant. Olmsted County Environmental Resources Department oversees the administration of the Sewer District and contracts with Gopher Septic Services for its operation and maintenance.
Fees
Sewer fees for properties within the Chester Sewer District are set each year based on the cost of providing sewer service. Those fees are billed annually via the property taxes and can be viewed on the property tax statement on Line #13 under the heading of “Special assessments”. When new properties are added to the Chester Sewer District they are charged a one-time connection fee which is based on the Sewer District’s cost of making sewer service available.

Small commercial - $75.53 (less than 5,000 gals/month)
Large commercial - $75.53 (more than 5,000 gals/month plus $3.47 per additional 1,000 gals)
Sewer stubs - $25.77/month
New sewer connection - $5,162.60
