The transportation planning for the Rochester Metropolitan Area (all of Olmsted County) is carried out through the Rochester Olmsted Council of Governments (ROCOG), which is a multi-governmental group created by the Governor of Minnesota under federal law. The ROCOG Board consists of five representatives of the City of Rochester, three County Board members, two township representatives, two small city representatives, one representative from the Rochester School District, one representative of small city school districts, and two citizen representatives appointed by the other members of ROCOG. ROCOG is charged with preparing and adopting a long range transportation plan covering all modes of surface passenger transportation (highway, transit, bicycle, and pedestrian) and highway modes of freight transportation. Connections with other modes (rail and air) must also be reflected in ROCOG planning.
The currently adopted ROCOG Transportation Plan can be viewed at ROCOG 2035 Transportation Plan. This plan was adopted by ROCOG in August 2005 as well as by Olmsted County and the City of Rochester to serve as the transportation element of their respective comprehensive plans. Information relevant to the land development planning process, such as classification of roadways and requirements for right of way, access spacing, provision of bike paths, etc, can be found in the plan. Refer specifically to Chapter 4 for information on future road network planning, and Chapter 6 for information on bikeway and walkway planning requirements.
