A grading permit is required for non-agricultural projects involving 50 cubic yards or more of earthwork, not counting footing & foundation excavation. Grading plans are reviewed and approved by the Rochester Public Works Department. Public Works will also verify that
stormwater management has been addressed.
For sites where a grading permit is not required, the Zoning Certificate site plan may be required to be approved by Rochester Public Works.
