TH 63 - Rochester International Airport Sub-Area Study

 
 

The study area is located in southern Olmsted County and includes portions of the City of Rochester, the City of Stewartville and High Forest Township. The study focuses on TH 63 from 48th St in southern Rochester to County Road 120 / 20th St NW in Stewartville as well as on an area around the Rochester International Airport (RIA) roughly bounded by County State Aid Highway (CSAH) 8 on the west and CSAH 20 on the east. As a result of recommendations developed for the original study area, a secondary study area involving the I-90 and CSAH 8 interchange near High Forest was brought into the study.

The overall goal of this project is to develop a long term transportation improvement plan for the study area. In addition to evaluating improvement needs for the TH 63 corridor, the study also analyzes a variety of transportation options in the sub area. These include:

  • the future need for a parallel north-south reliever route to TH 63, in part to address potential future congestion reduction needs on TH 63 through Stewartville,
  • road network changes in the vicinity of the Rochester Airport to accommodate the planned expansion and future access needs of the airport, including improvements to CSAH 16 and the TH 63/CSAH 16 interchange, as well as possible alternative alignments for TH 30,
  • safety and operational improvements to the Interchange at I-90 and TH 63,
  • potential trail connections between Rochester and Stewartville, and
  • how a future high speed or and light rail terminal at the airport would fit with proposed road and airport improvement plans.

The study includes preliminary design and engineering as well as environmental analysis to meet state and federal Environmental Policy Act (NEPA) requirements. Olmsted County, Rochester-Olmsted Council of Governments (ROCOG) and the Minnesota Department of Transportation (MN/DOT) have retained SRF Consulting Group, Inc. to assist in these activities.
